The building in Warsaw isn't the Triumph Palace. It's the "Pałac Kultury I Nauki", which translates literally to "Palace of Culture and Science," although a more accurate translation replaces "Palace" with "Center" (making the name "Center for Culture and Science").
The Triumph Palace is an apartment building built in Moscow between 2001 and 2003, often referred to as the "eighth sister."
